The President-elect and I believe that we must restore the traditional role of Congress as a partner in shaping our foreign policy. In recent years, across the administrations of both parties, the voice of Congress in foreign policy has been diluted and diminished. It doesn’t make the executive stronger, it makes our country weaker. We will engage the world, not as it was, but as it is, a world of growing nationalism, retreating democracy, growing rivalry between China and Russia and other authoritarian states, growing threats to a stable and open international system, and a revolutionary technological system that is reshaping all aspects of our lives, especially in cyberspace. Together, we are much better placed to counter threats from Russia, Iran, North Korea and to defend democracy and human rights. President-elect Biden is committed to the proposition that Iran does not acquire nuclear weapons. And we share, I know, that goal in this committee. I also think President Trump was right to take a tougher approach on China. I totally disagree with how he did it in a number of areas, but the rule of thumb was right. And I think it’s really helpful. We can beat China and remind the world that a government of the people, for the people, can serve its people.

On Tuesday, on the eve of his inauguration as the 46th President of the United States, President-elect Joseph R. Biden Jr. conducted national mourning for the 400,000 Americans who have died from the coronavirus pandemic.

To heal, we must remember. Sometimes it’s hard to remember, but that’s how we heal. It is important to do this as a nation. That is why we are here today. Between sunset and dusk, let the lights shine in the dark along the sacred reflection pool and remember all that we have lost. [Bells ringing]

Lloyd J. Austin III, a retired general who will become the first black secretary of defense, assured lawmakers at his confirmation hearing Tuesday that he was dedicated to the principle of civilian control of the military.

“We are living in difficult times: a pandemic, racial tensions, riots, unrest at the top of the Pentagon and increasing dangers from China, Russia and Iran. Mr. Austin’s confirmation won’t fix all of these issues, but it will help. He represents the best of America, a man of integrity, humility and character with a wealth of relevant experience. And as the first black secretary of defense of the United States, he will be an inspiration to millions of people. “Let me say at the outset that I understand and respect the reservations some of you have expressed about the presence of another recently retired general as head of the Department of Defense. The safety and security of our democracy requires competent civilian control of our armed forces, the subordination of military power to civilian power. I have spent my whole life adhering to this principle. I intend to surround myself with, and empower, experienced and competent civilian leaders, who will enable healthy civil-military relations based on meaningful control. And if you confirm me, I assure you that the Pentagon, under my leadership, will respect your oversight responsibilities. And we will be transparent with you. “

In a farewell video released Tuesday, President Trump said he “had fought tough battles” during his four years in office and vowed that “the movement we have launched is only just beginning.”

My fellow Americans, four years ago we launched a great national effort to rebuild our country, renew its spirit and restore the allegiance of this government to its citizens. As I complete my term as the 45th President of the United States, I stand before you truly proud of what we have accomplished together. We did what we came here for, and so much more. Above all, we reaffirmed the sacred idea that in America the government responds to the people. I didn’t look for the path that would receive the least criticism. I took the toughest battles, the toughest fights, the toughest choices, because that’s what you elected me to do. Now, as I prepare to hand power over to a new administration at noon on Wednesday, I want you to know that the movement we have started is just beginning.

You know, you’re all – it’s a little emotional … [applause] … for me. [applause] So look, you’ve been with me my whole career, and through the good times and the bad, I want to thank you for everything. To my fellow Delawareans, on behalf of the entire Biden family who are here today, I want to express how much you mean to me, to each of us. And so it’s deeply personal that our next trip to Washington begins here, a place that defines the best of who we are as Americans. I know – I know these are dark times, but there is always light. This is what makes this state so special. That’s what it taught me – it taught me the most – there is always light. I am proud, proud, proud, proud to be a son of Delaware. And I’m even more proud to be here doing this from the Major Beau Biden installation. Ladies and gentlemen, I have only one regret. He’s not here – because we should present him as president.
